Torrance Moves to Adopt Energy Reduction Measures to Combat Climate Change
In an effort to fight climate change and curb greenhouse gas emissions, the Council will hear on Tuesday a recommendation from the Environmental Quality and Energy Conservation Commission to approve the Energy Efficiency Chapter of the City’s Climate Action Plan (EECAP).
The development of the EECAP was led by the South Bay Cities Council of Governments (SBCCOG) and was funded by Southern California Edison and Southern California Gas. The EECAP is a response to Executive Order (B-30-15) signed by Governor Brown that establishes a California greenhouse reduction target of 40% below 1990 levels by 2030. As conveyed in the staff report, the executive order does not impose requirements for local governments, but may form the criteria for future grant eligibility.
The reduction measures outlined in the EECAP include:
- Partnering with SBCCOG in outreach programs
- Posting informational links on websites and social media and providing materials at public events
- Creating e-mail lists to provide newsletters and information
- Promoting and administering residential home energy audits and establishing a new “checkup” program
- Creating an Energy Award Program for near net-zero energy homes and promoting other incentivized energy upgrade programs such as Property Assessed Clean Energy (PACE).
- Promoting and administering energy audits of existing commercial businesses
- Developing green building programs such as “Cool Roofs” and “Cool Pavements” promoted by organizations like the Global Cool Cities Alliance
In addition to combating climate change, the staff report asserts these measures will contribute to the future prosperity and sustainability of the City by conserving resources, fostering the creation of green jobs, and furthering clean technology and industries.
Can’t wait for energy audits to become mandatory.

When there’s a paltry 13% turnout in a supposedly conservative city, and the Socialist and a radical leftist win, you know they’re asleep. It will be a rude awakening. Agenda 21, sustainable projects are already going up in Torrance. Light rail and transit corridors are going to slice Torrance like a sword, and the council will rubber stamp every bit of it. The mayor seems to enjoy travelling to China and hobnobbing with Chinese bankers. Look at Hollywood to see what that brings to a city.
