TUSD Proposes Nice Raise for Director of Personnel Commission; Teachers Still Left Without Contract

At its regular meeting this evening, the TUSD School Board is expected to approve an increase in the salary for the Director of the TUSD Personnel Commission. The increase will raise the salary of the Director to $136,056. The increase is a 5% raise from last year and represents a 14.67% increase from the 2016-17 school year when the Director’s salary was $118,653. The Director is also entitled to employee benefits the value of which was not specifically enumerated in the proposed budget.

As part of the proposed budget, the secretaries and clerks that support the Director will also receive a pay increase. Their collective increase, however, is a more modest 2.3% from last year.

Terry Furey, spouse of current Mayor Pat Furey, is the current Chair of the Personnel Commission. She joined the Commission after replacing her son, Patrick Furey, Jr., who resigned after his position on the Commission had come under fire due to his role in a political scandal involving illegal campaign contributions to his father’s 2014 mayoral campaign that led to a $35,000 fine by the Fair Political Practices Commission (FPPC). Furey Jr. served as his father’s campaign manager during that election campaign.

Terry was appointed to the Commission by the California School Employees Association (CSEA) Chapter #845. At the time of her appointment, she was listed on CSEA’s website as its First Vice President. The Personnel Commission was established to ensure favoritism and nepotism are kept out of the District’s hiring practices and that employees are hired based only upon demonstrated ability and not on who they know.

The total cost for the Personnel Commission was $518,265 in 2016-17. The proposed budget increases that figure to $584,682. This increase is proposed despite unverified rumors that the District has recently been hiring personnel through a private employment agency instead of utilizing the Commission. In a recent thread on the social media site Nextdoor dated 26 April 2018, one commentator identified as Danielle Zuliani claimed that:

TUSD has been hiring these [paraeducators] through a staffing agency “ Staff Rehab” even though they have a Personnel Commission that is supposed to be doing the hiring of classified staff … The new contracted paraeducator staff were offered 35 hr/ per week plus benefits compared to TUSD employed paraeducators who cannot get that many hours, saves $ on paying benefits, towards retirement, etc…but its the same job that the TUSD employed paraeducators do.

The budget increase for the Personnel Commission comes at a time of heightened tension between the School Board and the teachers union as negotiations for a new labor contract have stalled. The initial deal provided by the School Board offered teachers a 1% raise. That proposal fell through last October when it was not ratified by the TTA membership.

    All Torrance police..teachers…fire fighters and family members will vote for furey. Their unions tell them to. None of them can think on their own.

      Because he spends all his time as Mayor giving out commendations, self congratulations, etc. plus his wife, as “Job Developer” gave businesses “FREE employees” paid by the state, to gain political favor for her husband. That was her job….to get TUSD High School students to work at local jobs at no cost to business but paid by CA.

    The teachers union, school board and the Furey family are as dirty as they get, it is overt corruption at its absolute worst and the public is too stupid to see it.

    Problem is 2) the staffing agency does not have the same testing process that the personnel commission uses. So, not the same background check AND not the same written exam. Torrance parents might be concerned that the security of their kids and the instructional quality is not the same.

    Also, it is unfair to all the paraeducators who went thru the Merit System hiring process, got on an eligibility list and now the contract employees circumnavigate that process, and may be a violation of Merit System rules and the Ed. code.

    Personnel Commission just had a really substantial raise about 4 years ago or so…something close to 9 or 10%…have to look up the exact numbers.

    George Mannon, TUSD Superintendent, thinks it is not his problem. Is he up for re-election, too? The Personnel Commission has been notified repeatedly, and done nothing.

    Lets not forget the Administrator Mark Roulette who was involved in the illegal hiring of a substitute paraeducator in 2016, who’s father is on the “Oversight Committee” deciding where school bond money is spend, Ray Roulette, and who’s mother, retired TUSD recently donated to Furey campaign, Gail Roulette.

    Inbred Admin, HR, Personnel Commission.

    Rita Anderson, who is the HUMAN RESOURCES ADMIN ASSIST, whos duties including placment of administrators on payscale, ALSO donated recently to Fuery campaign.

    Anil Mohammed, who donated to Fuery Campaing in 10/ 2017, is a commissioner alongside Terry Furey. 3 Commissions in total: One is Mayors wife. two is Anil Mohammed, donor to Mayor campaign.

    ALSO, The personnel commission is currently asking for another raise. They just had a 10% increase recently. Bet they get it.

      Oh, yeah, the 3rd commissioner is an accountant, Gary Kuwahara, who is ALSO ON the Oversight Committee for school bond $. What other accounts was Gary or his firm (PDM CPAs) given as a result?

    each High School used to have 3 Administrators, until abou 2016/17. (Two vice Principals and One Principal). NOW each high school has 3 administrators.

    Danielle is just pissed cause she was arrested then fired and the Commissioners upheld the Districts decision…Disgruntled employee not wanting proof of the facts. Time to move on.

    Furey Jr resigned because he was under investigation. Pretty sure he resigned because he moved out of the city, and being a resident is a requirement to serve. I never saw a single member of the community at a Personnel Commission meeting while he was serving ever say a negative thing about him. Get the facts straight.
